manually disabled JRE for plugin/webstart via java control panel stays disabled upon jre re-install

      if a JRE used by webstart/plugin is manually disabled via Java Control Panel - the JRE will stay disabled even after re-install of the JRE.

      the disabled entry in deployment.properties stays disabled even after re-install.
