The fix for 7170987, caused regression 7173403, and was incomplete.
The various cases for non-jnlp jre version selection are discussed in :

basically, non-jnlp applications do not show any of the ssv2 dialogs, when wildcards "*" or "+" are used, and matching version either does not exist on client, or is not secure.
