The new DocTree API has identified 122 errors in langtools doc comments. While most of these do not appear in public API, it would still be good to fix these issues.
These issues are typically low level syntax issues, such as bad character entities, unterminated inline tags, and so on. The majority are the direct use of < and >, most of which are best fixed by enclosing the surrounding text in {@literal ...} or {@code ...}
