Begining from 7u6 b21
On windows 7, zh_CN,zh_TW, ja, ko and also western locales like de
Run JRE installer. All the text on the installer are displayed as question marks. This problem does not happen in b20. It begins from b21.
It's a stopper for Asian locales.
In western locales like de, some characters are also displayed as question marks. Looks like only English characters can be displayed properly.
