Two of the compiler tests for repeating annotations need following updates:
BasicSyntaxCombo - needs to be updated to include test src generation for package element type.
TargetAnnoCombo - needs to be updated to include test src generation for package element type as well as default behavior. There is also a jtreg timeout issue that is being hit for the number of combinations generated by this test.
Both of these tests need updates to have complete tests.
