JDK product registration and service tag creation will be removed (see 7161688).
In addition to the installer change, jdk/make/com/sun/servicetag/Makefile
needs to be updated not to copy lib/servicetag/jdk_header.png during
the build. com.sun.servicetag may need to be modified to handle the absence
of jdk_header.png in the JRE.
