Info showed in JCP is a little misleading when a non-Admin user enables Java which is being disabled at system level.

      Steps to reproduce:
      1. On win7-x86, install the latest jre 8 nightly #463
      2. Make sure you have one Admin user A and one Standard User S (or turn on the Guest account G)
      3. Login as A, disable Java
      4. Login as S or G, try to enable Java, Click "Apply". When asked for Admin credential, click button "No" (So we are trying to enable at user level).
      5. The check box "Enable Java content in the browser" should be checked now. This could make user think that java is Enabled now, which is not true.
      6. Click "OK", the dialog for Admin credential will pop up again, click button "No".
      7. Relaunch JCP again, make sure java is disabled. This is correct behavior, because user level could not enable
      java which is being disabled at system level.

      However, there are two minor issues:
      1. At step #5, the checked "Enable Java content in the browser" is kind of misleading, making user think that Java is effectively enabled for him.
      2. There will be admin credential popups at both step #5 and #6 (this is true even we provide correct passwd and click "Yes" at step #5), which is redundant and misleading.
