Uninstalling JRE after disabling Java removes JCP from Windows Control Panel.

      Steps to reproduce:
      1. On win7-x86, install the latest jre 8 nightly #463
      2. Disable Java in JCP at system level
      3. Uninstall JRE
      4. Reinstall JRE, if you can not find JCP from Windows Control Panel, the issue is reproduced.

      Workaround: go to <jre>/bin/, launch JCP from there and then enable Java, then the JCP will show in Windows Control Panel again.

      Note: this is not the regression of bug 8001416, because the operation of disabling Java alone won't remove JCP from Windows Control Panel.
