build-infra: Is it possible to split or regroup CompileNativeLibraries.gmk?

    Description

      CompileNativeLibraries.gmk is by far the largest file in the build-infra project.

      I think it is unwieldy, and I believe it should benefit from being splitted into smaller parts. Exactly how to split it I don't have a good idea on, unfortunately.
