Get Erro Dialog with javaws command after disabling java

      Steps to reproduce:
      1. Install 7u10 b15
      2. Disable java by unselecting "Enable Java content in the browser" in JCP
      3. Execute the command. "javaws -version".
      4. If a dialog with information, "Cannot find message file", comes out, the bug is reproducible. (Pls see attachment)
