Untranslated dialog on JCP

This problem happens in both promotion and l10n PIT in 7u10. This means, after this translation drop, the untranslate problem will still happen in promotion build.

Open Java control Panel and click security tab. Click the check box "Enable Java content in the browser" and then click apply button on JCP. There will be the notification dialog. It's not localized in all the locales. Attached is the screen shot in zh_CN.
