PIP: JRE leaves behind installer.dll

      jre7/bin/nstaller.dll is left behind by JRE

      Steps to reproduce:
      1. Install JRE 7u9 b05
      2. Install JRE 7u10 b15 online
      3. Remove JRE 7u10 b15 using Add/Remove
      Expected:
      No JRE files left
      Actual:
      C:/Progra~1/Java/jre7/bin/nstaller.dll left

      This issue was one of the issues mentioned in https://jbs.oracle.com/bugs/browse/JDK-8000943 that was fixed partially.
