PIP: installer.dll is not up-to-date during uninstall

      installer.dll is not up-to-date during uninstall, but it should be due to the following fix:
      JDK-8000301 - drop installer.dll in the jre bin dir, so it's up-to-date during uninstall after PnP

      Steps to reproduce:
      1. Install JRE 7u9 b05
      2. Install JRE 7u10 b15 online
      3. Remove JRE 7u10 b15 using Add/Remove, mind the dialog title:
      Expected:
      Java 7 Update 10
      Actual:
      Java 7 Update 9

      Not a regression.
