With b16, lock property still doesn't work.

Steps to reproduce:
1. Install jre7u10
2. Add
deployment.insecure.jres=PROMPT
deployment.insecure.jres.locked
into system level properties file.
3. Open JCP- Custom Security Level Settings
4. The "Single-click ..." under "Action for untrusted apps on an expired or insecure JRE version" should be selected and disable.
5. Now it is only selected.
Note: with 8 nightly. it is working.
