    Description

      make open build use build-infra by default?
      figure out when it's an open forest and when closed. Obey OPENJDK

      Check that all xxx/*/closed repos exist when xxx exists. deploy must exist when install does and when deploy exists, that all xxx/*/closed exist when xxx exists.
