build-infra: Jarsigner launcher has wrong classname

From build-infra-dev:

In CompileLauncher.gmk then jarsigner is created to launch sun.security.tools.jarSigner.Main but there's a typo (should be "jarsigner", all lowercase). I ran into this because all tests that use jarsigner are failing with the new build.
