With Disable Java setting, 7u6 JCP is used when we install 7u10 firstly and then install 7u6

      Steps to reproduce:
      1 Install 7u10 b16
      2 Open JCP, set "EnableJava" feature to OFF. JCP should look like off-before-install-7u6.png
      3 Install 7u6
      4 Open JCP, if 7u6 JCP is used(off-after-install-7u6.png), then this bug is reproduced.

      If with enable Java setting, 7u10 JCP instead of 7u6 JCP is used:
      1 Install 7u10 b16
      2 Open JCP, set "EnableJava" feature to ON. JCP should look like on-before-install-7u6.png
      3 Install 7u6
      4 Open JCP, 7u10 JCP instead of 7u6 JCP is used(on-after-install-7u6.png).
