Need i18n for Java shortcut items on Start Menu

      Currently, Java shortcut items on Start Menu are for English only. We need localization/internationalization for this feature. All the shortcut item names and their tool tip texts needs to be moved from RegInstall.h to the .rc files for i18n team to generate translation. Corresponding Install changes will be needed.
