Add @Repeatable to repeating annotations regression tests in JDK reop

As part of transitioning from using two meta-annotations to indicate an annotation type is repeatable to a single annotation, for a short period of time, test in the JDK repository should use all three annotations to lessen the need for coordinated changes across repositories.
