update javac to follow latest spec for repeatable annotations

    Description

      Previously, repeatable annotations were defined by a pair of annotations @ContainerFor and [~defectconv]
      This has now been simpified to a single annotation @Repeatable.

      javac needs to be updated per the latest spec.
