Steps to reproduce:

1. Install 7u5 64-bit JRE on windows
2. Open 64-bit IE (no need to launch java applet)
3. Run the 7u11 (or any later 7uX version) 64-bit JRE installer.
4. At the end of the install, you will find that the jre lib directory is missing.

Running the same steps with 32-bit JRE's does not show the problem. The 32-bit FIU dialog will show and make the user properly shut down IE.

There appears to be a FIU problem for 64-bit.
