It is noticed on one of our test machines that on x64 Vista, the 7ux java control panel does not display completed, but the4 problem does not occur with jre 8 java control panel on the very same machine

***Tested Configurations
- x64 Vista (sp2)
- x64 jre 7u11

*** Steps to reproduce:
0) Uninstall all JREs from the system
1) Install 64-vit jre 7u11
2) Go to Windows control panel
If you see the Java control panel icon displayed as in the attached screenshot, the issue is reproducible
(no issue with jre 8 java control panel on this machine)
