Steps to reproduce:
- add property deployment.blacklist.url=http\://rehte.cn.oracle.com\:8080/wshost/new_framework/new_framework/tests/javaws/blacklist/lib/blacklist_update in deployment.properties file
- load applet
http://rehte.cn.oracle.com:8080/wshost/new_framework/new_framework/tests/plugin/BlacklistPlugin/html/Hellooo.html
and keep it alive for more than 30 seconds
- check if dynamic blacklist file dep_user_home/security/blacklist.dynamic is updated, if not, bug is reproduced.

launch jnlp application like following can update blacklist file
http://rehte.cn.oracle.com:8080/wshost/new_framework/new_framework/tests/javaws/blacklist/jnlp/Hellooo.jnlp
