Issue found with 7u10 b31, reproducible on windows and Mac.
to reproduce:
1. Uninstall all JREs from system
2. Install 7u10 b31
3. Load any applet and wait for a while(30s or so),
4. Load applet again, although baseline.version are with correct content and timestamp are up to date, the native dialog does not show up.
Expected results:
A native dialog should appear due to 7u10 is considered to be old at the time.
