build-infra Emit MEMORY_SIZE into spec.gmk

      The memory size discovered during configure is not recorded for use by Makefiles. It would also be nice to have pre-computed -Xmx heap sizes based upon the MEMORY_SIZE and number of JOBS.

      ie.

      MEMORY_SIZE_NORMAL_HEAP (which would replace the manifest constant 1100M used)
      MEMORY_SIZE_MAX_HEAP (some high but safe fraction possibly the same as sjavac is using for its calculation)
