[unpack200] produces bad class files when producing BootstrapMethods attribute

This fix disables tests for older and slower test systems, and
enable the tests on Windows 32/64 and linux 32/64. The summary
is incorrect as the wrong bug id was used, be leaving it as it is
for now.
