Under Windows XP (and may be on other OSs) sometimes uninstallation requires restart to be completed. This info should be added into uninstall applet

E.g. I tried uninstall jre-7u7-fcs-bin-b10-windows-i586-28_aug_2012.exe and jre-7u10-fcs-bin-b18-windows-i586-28_nov_2012.exe from console with the following command:

JavaScrub-NoAdmin.exe -removeX 1.7.0_10:32
Output:
1.7.0_10:32:3010:The requested operation is successful. Changes will not be effective until the system is rebooted.
