      I tested jre-7u7-fcs-bin-b10-windows-i586-28_aug_2012.exe.

      JavaScrub-NoAdmin.exe -removeX 1.7.0_10:32
      1.7.0_10:32: 0:The operation completed successfully.

      and all work as expected.

But when I run the same command while there is an opened web-page with any applet (so another java is running while uninstallation) I get:
      JavaScrub-NoAdmin.exe -removeX 1.7.0_10:32
1.7.0_10:32:3010:The requested operation is successful. Changes will not be effective until the system is rebooted.

The following files remain in the system after uninstallaiton:
      "C:\Program Files\Java\jre7\bin\msvcr100.dll"
      "C:\Program Files\Java\jre7\lib\deploy.jar"
      "C:\Program Files\Java\jre7\lib\javaws.jar"
      "C:\Program Files\Java\jre7\lib\jfxrt.jar"
      "C:\Program Files\Java\jre7\lib\plugin.jar"
      "C:\Program Files\Java\jre7\lib\rt.jar"

After restart I observe "C:\Program Files\Java\jre7\bin\msvcr100.dll" and empty lib directory

Looks like a JavaScrub-NoAdmin.exe problem because it doesn't work even outside of uninstall applet
