JMXStartStopTest failes intermittently and produces no information for debugging

      The test:
      sun/management/jmxremote/startstop/JMXStartStopTest.sh

      fails intermittently in nightly testing. It is very hard to figure out what is going wrong since no output from the java processes is collected.
