The attached test program show that the "Angsana New" from Windows 2003 is render correct but the newer version from Windows Vista/7 is rendering wrong. The order of tone marks and vowels is wrong. A detail description is in the PDF file. Other programs like wordpad render it correct. That it must be a problem with Java.
