deployment.jpi.mode.new incorrectly returns ' false' using Firefox on Linux, Sparc and Mac OS X

- jre8-b82 promotion
*** Steps to reproduce:
0) Install jre8-b82 promotion
1) On x86 OEL6, sparc solaris 11, Mac OS X 10.8.x, configure Firefox to use jre 8-b82 plugin
2) Enable 'Show Console' from Java control panel
3) Use Firefox to invoke any applet
4) Press 's' within the Java console to dump deployment properties
If you see deployment.jpi.mode.new = false, the issue is reproducible
