[macosx] Java Dialog is not set as active by default

        When a user launches a new Java Dialog, the dialog is not set as active by default. In other words, the existing Java applet takes precedence and the new Java Dialog is launched in the background behind the active Safari browser window. This is not correct behavior and does not match the Windows experience.

        Java version:
              7u21 and 7u17

        Platform:
                Mac OSX 10.8.2

        Browser:
               On both Safari and Firefox

        Steps to reproduce: see comment field

        Expected Result: Java Dialog should launch on top of the browser window every time.
        Actual Result: Java Dialog launches below the browser window most times.
