LogManager needs test to ensure stack trace is not being done to find bundle

LogManager used to search up the caller's stack looking for bundles. We need a test to ensure that bundle search no longer does that but only looks on the classpath and the thread context classloader. BundleSearchTest was written for this purpose and should be pushed to JDK 8.
