{@literal} and {@code} should use "new" Taglet, not old.

For some reason, {@literal} and {@code} still use the old Taglet API, instead of the new TagletWriter version.

One side effect is that this leads to HTML constructs within the supposedly format-neutral toolkit package.

These taglets should be converted to use the same Taglet API as all the others.
