Bug description: User report: "Cannot verify installation of Java (in both IE and Firefox) even after clean uninstall of all previous versions. After downloading the latest Java - checked for using the Control Panel applet - the installer launches the verification. This consistently fails to verify even running IE as Administrator and disabling AV and firewall. I also get the problem on a Windows Vista 32-bit machine."

Steps to reproduce:
1) Uninstall Java
2) Reinstall Java
3) Run TestVM applet: http://www.java.com/en/download/installed.jsp
