Make links and buttons more consistent in the Java Control Panel.

      Links are used to show static information (like Certificate Details)
      Buttons are used for actions where the user can make changes or configure the JRE.

      There one place where these heuristics should be applied:

      General tab > About.... button should be changed to a link named "About" .
