This happens in Java 8 and all the 7u releases that support Mac OS X.
Open standard dialogs like Filechooser, colourchooser, inputdialog in the 10 l10n-supported non-English locales. In other look and feel, those dialogs are localized, but in Mac OS X look and feel, those dialogs are not localized.
Attached are some of the screen shots when the OS is fully switched to zh_TW.
Something strange is that, when using the 8 pit bundle for mac in http://bej301328.cn.oracle.com/jdkbundle8/, those dialogs are localized in non-English locales.
