JDK Netbeans projects should use ASCII encoding for sources

the OpenJDK source files unless otherwise noted are encoded using ASCII (yes, it should be UTF8). The netbeans projects currently read and manipulate source files using the platform default encoding. This can be expected to eventually cause problems.
