Steps to reproduce:
1) Install latest jre7u25#141
2) Open JCP, if the default selection for "Perform certificate revocation checks on:" is "All certificates in the chain of trust" instead of "Publisher's certificate only ", then this bug is reproduced.

Expected behavior:
according to https://jbs.oracle.com/bugs/browse/JDK-8011015, "Publisher's certificate only " should be the default option for JCP->"Perform certificate revocation checks on:"
