Test env: win7/solaris 7u25 b13
Steps:
1. create a dep_user_home/security/baseline.versions file with content
1.7.0_88
2. load an applet like
http://www.java.com/en/download/installed.jsp?detect=jre
3. if there is no native dialog asking user to udpate/block/later, bug is reproduced. But close the browser, load the applet again, the native dialog shows
same behavior if we delete the baseline.versions file
4. after seeing the native dialog at step 3, delete baseline.versions file
5. load applet http://www.java.com/en/download/installed.jsp?detect=jre, if native dialog shows, bug is reproduced. As above, from the second app, it works as expected. i.e. If closing browser, loading the applet again, no native dialog
