Migrate NetBeans projects to new build infrastructure

      The OpenJDK NetBeans projects currently depend upon the deprecated legacy build infrastructure. As this is soon to be removed the NetBeans projects should be converted to use the new build infrastructure.

        		 Move NetBeans projects out of legacy make directory Sub-task Closed Unassigned

        		 Top level make should provide target to return spec.gmk location Sub-task Closed Unassigned  
        3.
        		 Convert j2se project to use top-level make targets Sub-task Resolved Mike Duigou
