Closed configure has an explicit check preventing use of --with-java-devtools and --with-devkit at the same time. I can see no real reason for this but I can clearly see a usecase for setting both. The reason for this needs to be investigated and hopefully eliminated. There are also limitations on --with-tools-dir and --with-devkit. All of these should just work together in my opinion, with the more specific ones ending up first on the resulting PATH.
