Next Steps button of the JDK 7u25 Installer on Windows XP shows error dialog: BrowserLaunchErrror: 1314

      Install JDK 7u25 on Windows XP.
      Accept defaults during the installation.
      At the last installation page you see a button called "Next Steps".
      Click on that button.
      A dialog pops up without a title, message is "BrowserLaunchError: 1314".

      Expected:
      The default browser opens the address called http://docs.oracle.com/javase
