A DESCRIPTION OF THE PROBLEM :
Generating javadoc for an enum will cause a warning in japanese environment.

The value of `doclet.enum_valueof_doc' in the doclets_ja.properties seems wrong.
REGRESSION. Last worked in version 6u45
STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
C:\tmp>type t.java
public enum t {
test
};
C:\tmp>javadoc t.java >nul
t.java:1: ?? - @return????????????????????????????
t.java:1: ?? - @return????????????????????????
t.java:1: ?? - @param argument " name???????????? " ???????????????
REPRODUCIBILITY :
This bug can be reproduced always.
