When using the old plug-in and blocked DRS, the blocked exception is not quite correct

It says "Application blocked by Deployment Rule Set. Enable the Next Generation Java Plug-in or remove the Deployment Rule Set file to allow this application to run"

a) Wrong information gieven as " Enable the Next Generation Java Plug-in" does NOT solve the problem

b) Inconsistent blocked exception message comparing to the case of using the next generation Java Plug-in which does not mention to " remove the Deployment Rule Set file", but rather the reason why it is blocked

- a is a bug and b for enhancement to be consistent blocked exception between using the old plug-in and the next-generation java plug-in
