since the cached jars and class files are not identical to the original items on the web, the mechanism for determining a checksum for them is considered too complex to release the checksum element as part of the initial release of Deployment Rule Set.
to remove support:
    - update code to treat "checksum" element in DRS as unknown element.
    - update internal docs and DTD to not include checksum in version 1.0
    - (Joni) update public docs to not mention checksum element.
    - (SQE) remove checksum tests from TestPlan.
