Additional debug info for test/java/net/NetworkInterface/IndexTest.java

This test has been seen to fail intermittently on a number of systems. This change proposes to add some additional debug information to help diagnose the failure when it appears again. The test remains silent until it encounters an issue.

8021304 is still tracking the root cause of the test failure.
