javac -Xpkginfo command's documentation is sparse

      There needs to be more information and clarity on the option this is all we have:
       -Xpkginfo:{always,legacy,nonempty} Specify handling of package-info files
      and it does not say much on how it behaves if there are no-annotations, empty file, missing
      file etc.
