Steps to reproduce:
1. install the latest 7u45-nightly builds (#247)
2. javaws any unsigned local app
3. click Button "More Information" to bring up the "More Information" dialog, if you see the following text, then the issue is reproduced:
"Clicking Run allows the application to run with limited access that is intended to protect your personal files and other resources on your computer."

Expected:
According to UE spec http://aseng-wiki.us.oracle.com/asengwiki/display/ASUsability/Providing+more+information+on+security+dialogs#Providingmoreinformationonsecuritydialogs-unsignedlocalappmcupdate, it should be "Clicking Run allows the application to run with limited access that is intended to protect resources on your computer."
