Wrong "Deployment Rule Set" link in 7u40 release notes

      We have either wrong "Deployment Rule Set" documentation link in 7u40 release notes or the DRS documentation is not staged.

      The "New features and Changes" section contains "Deployment Rule set" notes with the reference to
      http://docs.oracle.com/javase/7/docs/technotes/guides/jweb/deployment_rules.html

      The latter doesn't exists.
